Medicare Advantage Plans in Oregon 2027: Carriers, Exits and County Options

Reviewed by Russell Noga, Licensed Medicare Insurance Broker (all 50 states) — Last updated October 13, 2026

Oregon’s Medicare Advantage market is changing more than most for 2027. CMS’s 2027 plan data lists 95 individual Medicare Advantage plans from 14 carriers, including Kaiser Permanente, Regence, PacificSource, ATRIO, Devoted, Humana and UnitedHealthcare.

Two big changes hit Oregon this year: Providence Health Plan is leaving Medicare Advantage entirely, and Regence is pulling out of southern Oregon. Annual Enrollment runs October 15 to December 7, 2026, for coverage that starts January 1, 2027.

Key Takeaway

If you’re in a Providence plan, or a Regence plan in Jackson, Josephine or Douglas County, you need to choose a new plan for 2027. Your coverage continues through December 31, 2026.

What Changed in Oregon for 2027

Three changes matter most for Oregon Medicare Advantage shoppers this year:

Providence is leaving

Providence Health Plan exits Medicare Advantage entirely for 2027, including its 6 Oregon counties, as part of a full health plan shutdown. See our Providence Medicare Advantage guide.

Regence leaves southern Oregon

Regence BlueCross BlueShield of Oregon is leaving Medicare Advantage in Jackson, Josephine and Douglas counties, affecting about 12,000 people. Regence plans continue in 8 Willamette Valley and Portland-area counties.

SCAN enters Oregon

SCAN Health Plan adds Oregon for 2027 with Springs Advantage and Springs Together, institutional special needs plans tied to The Springs Living.

Good to know: If your plan is ending, you get a Special Enrollment Period and may have a guaranteed issue right to buy certain Medigap plans, generally within 63 days after your coverage ends. See what happens when a plan ends.
