Excellus ended select Medicare Advantage plans on January 1, 2026 and moved members toward replacement plans. In Rochester, members of Blue Choice Extra and Blue Choice Select were pointed to the new Blue Choice Core. Members of Blue Choice Discovery (PPO), Blue Choice Advanced and Blue Choice Value Plus were pointed to Blue Choice Prime. In the Central NY group two counties, BlueActive, BlueEssential, BlueFlex and BlueClassic gave way to the new BlueVital and BlueBalanced plans.
Excellus blamed rising costs and a 2023 change to the Medicare wage index, which lowered hospital payment rates in upstate New York. The company says it is losing about $100 million a year because of that change. That pressure has not gone away, so it would not be surprising to see more changes in Excellus Medicare Advantage plans for 2027.
Read your Annual Notice of Change. Excellus mails it by September 30. It is the only document that tells you exactly what is changing in your specific plan for 2027, including premium, copays, drug coverage and whether the plan continues at all.
The other big change is corporate. CDPHP now shares a parent company, The Lifetime Healthcare Companies, with Excellus BlueCross BlueShield and Univera Healthcare. A full merger of CDPHP into Excellus Health Plan is planned for early 2027, pending New York State approval. Both companies have said CDPHP is expected to keep its local brand.
