Humana USAA Honor Giveback Plans 2027: Who It's For, States and What's Changing

Humana USAA Honor Giveback is a Medicare Advantage plan line from Humana, built with veterans in mind and co-branded with USAA. These plans give back part of your Part B premium, and most of them don’t include Part D drug coverage, because many veterans already get prescriptions through the VA.

For 2027, the lineup is smaller but still sold almost nationwide. CMS’s 2027 plan data lists 56 individual Humana USAA Honor Giveback plans, down from 70 in 2026, in 45 states. Annual Enrollment runs October 15 to December 7, 2026, for coverage that starts January 1, 2027.

Humana USAA Honor Giveback plans are sold in 2,468 counties for 2027. These are the 15 states with the largest footprint:

Humana USAA Honor Giveback is also sold in parts of Oklahoma, Florida, Wisconsin, Louisiana, Pennsylvania, West Virginia, Kansas, New York, Colorado, South Carolina, Montana, Washington, New Mexico, Nebraska, California, Idaho, Utah, Maryland, New Jersey, Maine, Arizona, Oregon, Wyoming, Nevada, Connecticut, Massachusetts, New Hampshire, Vermont, Hawaii and Delaware. Not every plan is sold in every county, so check by ZIP code.

Comparing CMS’s 2026 and 2027 plan data, the USAA Honor lineup changed in a few ways:

• Fewer plans. 56 individual Humana USAA Honor Giveback plans for 2027, down from 70.
• Far fewer “with Rx” plans. The versions that include drug coverage drop from 13 to 4, and for 2027 they’re listed only in Texas, Pennsylvania and California.
• Fewer PPOs. USAA Honor Giveback PPO plans drop from 48 to 43. The 9 HMO versions stay.

The cuts are part of Humana’s wider 2027 changes. Humana is exiting 57 counties and Minnesota and cutting 37 PPO plans, affecting about 600,000 members. If you have a USAA Honor plan now, read your Annual Notice of Change, and see our guide to Humana Medicare plans ending in 2027.

Of the 56 USAA Honor plans for 2027, 43 are Giveback PPOs, 9 are Giveback HMOs and 4 are Giveback with Rx PPOs. Here’s what else CMS’s 2027 benefit data shows. Amounts and rules depend on the plan and county:

• A Part B premium giveback on every USAA Honor plan, which lowers what you pay for Part B each month.
• Generally no Part D drug coverage, except on the “with Rx” versions. Confirm drug coverage in the plan’s Summary of Benefits.
• An over-the-counter allowance on 25 of the 56 plans.
• Dental, vision and hearing benefits may be included, depending on the plan.

If you don’t have VA or other creditable drug coverage, a plan without Part D could leave you without drug coverage and may lead to a late enrollment penalty later. Star ratings are given to each Medicare contract, not to a plan name. 29 of the 56 USAA Honor plans are on Humana’s national PPO contract, H5216, which rose from 3.5 to 4 stars for 2027. The rest are spread across eight other Humana contracts.

Across all its Medicare Advantage plans, Humana reports that 95% of its members are in plans rated 4 stars or higher for 2027. The national average rating for 2027 is 3.99. A Medicare Advantage plan doesn’t replace your VA health care. Veterans can use VA facilities for VA-covered care and use a USAA Honor plan for care outside the VA, such as a local doctor or hospital closer to home.

You don’t have to be a veteran or a USAA member to join. Anyone with Medicare Parts A and B who lives in the plan’s service area can enroll. Compare USAA Honor plans with other Humana Medicare Advantage plans, such as Humana Gold Plus, before you decide.

1. Confirm your county. USAA Honor versions differ from state to state.
2. Confirm your drug coverage. Most USAA Honor plans don’t include Part D.
3. Check your doctors and hospitals. In-network care usually costs less, even on a PPO.
4. Compare the giveback with the extras. A giveback plan may offer fewer extra benefits than other plans.
5. Read your Annual Notice of Change. USAA Honor has 14 fewer plans for 2027.
6. Mark the dates. Medicare Open Enrollment 2027 runs October 15 to December 7, 2026.
